Tujuannya jelas untuk memecah-belah persatuan suku-suku pemilik Tambang sehingga eksploitasi Emas, Tembaga, Uranium dan bahan mineral lainnya bisa berjalan mulus tanpa dipersoalkan oleh pemilih hak ulayat.

Konflik antar suku yang disulut Freeport dan TNI-Polri diketahui  berlangsung secara efektif sejak ada dana CSR sebesar 1 persen yang disediakan PT Freeport sejak Tahun 1996.

Dana CSR sebesar 1 persen digerogoti secara sistematis untuk membayar ganti rugi akibat perang suku sehingga tidak dinikmati secara baik oleh pemilik ulayat.
