Introduction

Conflicts that result in human rights violations continue to occur in Papua. To date, no cases of human rights violations in Papua have been resolved by the Unitary State of the Republic of Indonesia. Human rights violations have become a daily lifes of Papuans, while the State continues to cover them up and cannot resolve the peaceful and freedom of speech in a order to follow the rules accordance with the prevailing laws and human rights mechanisms.

Human rights violations in Papua have become an international spotlight. The international community through various countries has voiced a voice on the human rights situation in Papua. Up to the level of the United Nations (UN) through the UN High Commissioner for Human Rights, plans to visit Papua. The Indonesian government promised to open access, but until now it has not opened access for UN High Commissioner for Human Rights. Even the state’s pressure has reached 84 countries.

While Indonesia did not open access to the visit, Indonesia continued to send military troops to Papua to carry out military operations in several districts, such as in Nduga and Intan Jaya.

Seeing this situation, it is necessary to solve it. So a National Seminar Committee was formed to Find a Middle Way to Resolve Human Rights Violations in Papua. Therefore, the committee planned a One-Day Seminar in the form of a Panel, located at the Expo-Waena Museum. For this activity, the committee has communicated with the head of the Museum on Monday, March 22, 2021.

The committee has made preparations but, when they were about to carry out activities the Police began to intervene since Friday, March 26, 2021. And on Saturday, March 27, 2021, the Indonesian Police dismissed the activity in question.

In the following,  the chronology.

Chronology I    : Friday, March 26, 2021

08.00 – 17.00 Papua Time

From the morning, Intelligence Indonesia has been monitoring the place of activity by using a car. They continue to pressure the head of the museum not to hold seminars.

When the committee was about to make preparations, but because the Indonesian intelligence agency had put pressure on the head of the Museum so that activities could not be carried out. The committee just waited at the place of activity. While the place of activity is being used by the Catholic Student Association of the Republic of Indonesia (PMKRI) St. Efrem Jayapura. The committee coordinates with the head of the museum and PMKRI, so that PMKRI activities from 13.00 finish at 17.00 Papua Time.

At, 5:00 p.m. to 9:00 p.m.

In the afternoon, the officer holding the key was about to lock the door of the museum building. But the head of the committee said, “We will carry out activities, so it can be opened, we will coordinate with the head of the museum”. From the results of coordination with the head of the museum, it was conveyed that the head of the Museum was pressured so that it led the committee to meet with the head of the Department. From the Head of the Service, he said that it could be done, only the Head of the Service was doubtful that an unwanted event would occur, such as the racism incident. So, the Head of the Office said that the activities should be carried out.

It was around 7:20 p.m. Papua Time, when preparations had been made and while the committee was resting, three Intel men entered the museum building with the excuse of asking questions. “Is there a Museum manager? We want to use this building next week,” said one of the Intel. The head of the committee, Kaitanus Ikinia, replied, “You can meet directly at home, tomorrow we will use this place. Father can meet tonight or tomorrow morning can come, meet with the manager. ” After that the Intelligence left.

At, 21.00 – 23.30

The Chairperson of the Committee together with one of the Committee members met again with the Head of the Expo Museum Management to ensure tomorrow’s activities. After confirming, the Chairman of the Committee, the Secretary and several members of the Committee (12 people) then sat beside the terrace of the Expo museum building which was to be used.

While sitting around, the Indonesian Police from the Heram Police entered the Expo Museum using a patrol Police car. They said there was an order from the Police Chief to immediately vacate (leave) the premises.

The police said that tonight is empty, tomorrow morning you can continue. The committee then followed the advice from the police.

Chronology II: Saturday, March 27, 2021

At, 5:00 a.m. to 09:00 a.m. 30 Papua Time

Morning at 05.00 Papua Time, the Indonesian Police and the Mobile Brigader (Brimob) have taken control of the activity site. They use patrol cars, barracuda and trucks. They have parked at the Expo Traditional market, at the entrance to the Expo Museum, on the main road in front of the Fakfak Mess / place where Papuan women sell. Meanwhile, the main gate of the Expo museum has been locked by the Indonesian National Police. Because of that, the chairman of the committee and several members entered through the back door.

On the front page of the Expo Museum, there are the Jayapura Police Headquarters, the Abepura Police Intelligence Unit, the Heram Police Intelligence Unit and the Police Chief. The Chairperson of the Committee negotiates with the Indonesian Police. The Indonesian Police, through the Jayapura Police Headquarters, said that if our activities are contrary to the ideology of the state, we will continue to limit them.

The committee negotiated for almost a full hour. But because the intelligence, police and Brimob had already taken control of the place, they then forcibly removed the head of the committee along with the entourage.
